Turn a relocation cost into a sale

It watches your forward bookings across depots and, when it finds a surplus car sitting somewhere quiet at the same time as unmet demand somewhere busy, it reaches for the cheapest mechanism that also earns money: a discounted one-way hire. Only if nobody books it inside the window does it fall back to a driver. Repositioning orchestrates; your transfers tooling executes.
